Vehicle Registration
- Normally, if you purchase a new car, the dealer will carry out the vehicle registration procedures for you. However, in a case where you intend to use a vehicle that is currently not registered under your name, you must apply directly for vehicle registration under you own name by going to either the Land Transportation Office having jurisdiction in the area where the new owner or his representative is residing or to the local vehicle inspection and registration office. It is necessary for the user of the vehicle to carry out vehicle re-registration procedures and application in order to receive a Vehicle Inspection Certificate (based on a preliminary vehicle inspection) simultaneously.

When the owner and the user of the vehicle are the same person:
- Written document certifying the vehicle has been inspected (one or the other of the following):
- Vehicle Inspection Certificate
- Preliminary Vehicle Inspection Certificate (not older than 3 months)
- Certificate of Completion of Vehicle Inspection (not older than 9 months)
- Mandatory Vehicle Liability Insurance Certificate
- A document proving ownership of the vehicle (One of the following)
- Certificate of Cancellation of the Registration (previous) and Certificate of Title to the vehicle.
- Custom's Clearance Certificate and Certificate of Title to the vehicle
- Vehicle Inspection Completion Certificate and Certificate of Title to the vehicle
- Certificate of Registration of Personal Seal (No older than 3 months)
- Certification of Parking Space (No older than 1 month)
- Power of Attorney (Not necessary if the owner is handling the registration himself).
- Stamped document appointing a representative for the registration procedures
- In the case of the owner is handling the procedures, he must bring his personal seal with him.
- Application (One of the following)
- Form #2 : for new model (unsold) models or used cars for which vehicle inspection certificates have expired 5 or more years ago, but the designs of which have not been substantially modified)
- Form #1 : All vehicles other than those defined above
- Receipt for payment of fees
- Receipt of payment of the Vehicle Weight Class Tax
- Receipt of the Road Tax, receipt for the Car Purchase Tax

When the owner of the vehicle and the user of the vehicle differ
- Document that proves vehicle passed inspection (One of the following)
- Vehicle Inspection Certificate
- Temporary Vehicle Inspection certificate (Not older than 3 months)
- Certificate of Completion of Vehicle Inspection (Not older than 9 months)
- Compulsory Vehicle Liability Insurance Certificate
- A document proving ownership of the vehicle (One of the following)
- Certificate of Cancellation of the Registration (previous) and Certificate of Title to the vehicle
- Custom's Clearance Certificate and Certificate of Title to the vehicle
- Vehicle Inspection Completion Certificate and Certificate of Title to the vehicle
- Certificate of Seal Registration for owner's seal (No older than 3 months)
- Power of Attorney (Not necessary if the owner is handling the registration himself)
- Document verifying the address of user of the vehicle (No older than 3 months)
- Seal Registration, Certificate of Residence, Company Registration, etc.
- User's Certification of Parking Space (No older than 1 month)
- User's Power of Attorney (User's seal)
- Stamped document appointing a representative for the registration procedures
- In the case where the owner and user are handling the procedures, they must each bring their personal seals with them.
- Application (One of the following)
- Form #2 : for new (unsold) models or used cars for which vehicle inspection certificates have expired 5 or more years ago, but the designs of which have not been substantially modified)
- Form #1 : All vehicles other than those defined above

Registration charges
- Registration handling fee (all passenger vehicles): 700 yen
- Inspection fee
- Small vehicle category : 1,400 yen
- All other passenger vehicles : 1,500 yen
- Vehicles that undergone complete inspection (new cars, etc.) : 1,100 yen
- Passenger Vehicle Weight Class Tax
- Number plate charge
- 2 large plates : 1,960 yen to 2,310 yen
- 2 middle-size plates : 1,440 to 1,880 yen
- Road Tax and Vehicle Purchase Tax

Other related procedures
- Please pay the Road Tax and Vehicle Purchase Tax at the Vehicle Tax Office.
- After purchasing the number plates from the issuer's representative and affixing them to the vehicle, apply to receive a Vehicle Inspection Certificate.
