Allowance for young school children
The local ward, city, town or village where you reside, for qualifying families with small children in school, provides to the parent, or the person responsible for educating the child, special allowances to support the household.
Below, the main examples of such allowances are briefly described. For additional more detailed information, visit your local ward, city, town or village office.
Young school child allowances (social welfare)
Recipients: Persons with children 3 years of age of under.
Income level qualification. Amount depends on number of dependents and the pension program to which the recipient of the allowance belongs.
Amount of allowance: First and second child: 5,000 yen each
From third child: 10,000 yen each
Establishing qualification: Person in charge of young school child allowances at local ward, city, town or village office.
*Government employees should see the person in charge in the organization to which they are attached.
Items necessary to apply for qualification:
  1. Request for qualification form (Available at government office)
  2. Personal seal
  3. Bank book (To establish the account into which the allowance should be transferred)
Note: Other documents are sometimes required.
Allowance for young dependent children
Recipient: Mother or guardian of children not living with father because of divorce or death or mother unmarried or mothers having handicapped children (Until the first March 31 after the child becomes 18;. And handicapped children 20 or under (Second degree or higher). There are income-related qualifications.
Amount of allowance: Varies depending on the mother's/guardian's income.
Establishing qualification: Section of local ward, city, town or village office handling dependent children allowances.
Items required for application:
  1. Request for qualification form (Available at government office).
  2. Personal seal
  3. Bank book (To establish the account into which the allowance should be transferred)
  4. Mother/guardian's alien registration card
  5. Child's alien registration card (If the child has Japanese citizenship, prepare a copy of the family register and the certificates of residence of all members of the family.
  6. Documents for verification of the conditions related to granting the allowance (Will differ case by case).
  7. Report concerning support of the family livelihood.
Note: Other documents may be necessary.
Special children's allowance
Recipient: Parents/guardian of child 20 or under with physical or mental handicap (Second degree or above). Income level qualification.
Allowance: Varies depending on the annual income of the father/mother or guardian.
Establishing qualification: Apply at local ward, city, town or village office section handling special children's allowances.
Items required for application:
  1. Request for qualification form (Available at government office).
  2. Personal seal
  3. Bank book (To establish the account into which the allowance should be transferred)
  4. Mother/guardian's alien registration card
  5. Child's alien registration card (If the child has Japanese citizenship, copy of the family register and the certificates of residence of all members of the family.
  6. Documents verifying the degree of disability (Certificate of medical examination, Disability Certificate, Medical Treatment Record)
  7. Report concerning support of the family livelihood.
